DEFRA Digital Waste Tracking — phased rollout
The mandate rolls out in two phases. As a waste carrier, your mandatory date is October 2027 — not October 2026, which is when waste receivers (transfer stations, MRFs, landfills) go live first.

£26/year registration fee, per legal entity, once mandatory
Submit via API integration (preferred) or DEFRA's transitional spreadsheet tool, available until at least October 2027
Hazardous waste and persistent organic pollutants (POPs) are covered from day one
Household waste recycling centres must track commercial waste too (England only)
Sites you deliver to may already be tracking digitally from October 2026 — being data-ready early smooths handoffs with them
What's coming next
Waste exemptions (e.g. our T2/U10 permits) are excluded from Phase 1 — DEFRA has flagged them for a future phase, not yet dated
"Green list" waste tracking (routine recyclables) is deferred to a future phase, not yet dated
Phase 2 (carriers) enforcement rules aren't published yet, but Phase 1's regulations are now real law — likely to preview what carriers get in due course (see below)
No accreditation process exists yet for third-party software providers like DutyOS

DEFRA has said direct engagement with commercial software providers is part of how they'll enable the API-driven approach for Phase 2 — worth DutyOS getting on their radar before Autumn 2026's private beta.

In force from 1 Oct 2026The Digital Waste Tracking (England) Regulations 2026 — made under sections 34CA/34CB of the Environmental Protection Act 1990 — is the real statutory instrument, but it's for Phase 1 (facility operators) only. It's not carriers' law yet, but it's a strong preview of what Phase 2's regulations will likely look like when published.

Variable monetary penalty — amount set by the Environment Agency
